Q: I have submitted an international trademark application using the Madrid Protocol for registration in the United States. In the last 3 months, I've expanded my business to Norway and Senegal. Do I need to submit a new application? Is there a time limit?

Yes, it is possible to add countries to an international registration at any time but the countries must also be signatories to the Madrid Protocol. The USA and Norway are member countries, but Senegal is not. So you may need to apply directly to Senegal for trademark registration according to the laws of that country.
